SECRETARY / TREASURERS REPORT
NEW MEMBERS: The Association welcomes the following new members:SGT EDWIN J. CALABRESE USMC (FMR) MSGT WAYNE C. RUSSELL USMC (RET)We continue to grow slowly but surely. How many new members have you recruited? Better yet, have you even tried to reach out to a few of your Marine Corps Food Service friends and ask them to join this young and growing Association? Today is the day to reach out and ask. ACADEMIC EXCELLENCE AWARDS: We regret that the report of Academic Excellence Awards for this period was not available as we went to press. Every effort will be made to include the names in the next issue of "A Taste of the Corps". Could be the reporting problem can be related to the recent hurricane that hit the Fort Lee, Virginia area. IN THE NEWS: MCFSA is again featured in Mary Karcher's "Leatherneck Line" in the October issue of Leatherneck Magazine. The article highlights USMCFSA receipt of the coveted "Newman's Own Award for Military Community Excellence" in recognition of our Colonel "Bill" Lucius Scholarship Program; award of the first Lucius Scholarship to William Shane Thurston and also underscores the fact that the USMCFSA was the only Marine Corps-affiliated organization to receive the Newman's Own Award. SCHOLARSHIP CONTRIBUTIONS SOUGHT: A call is made to all members, non-members and friends of the U.S. Marine Corps Food Service Association for contributions to the Colonel William R. "Bill" Lucius Scholarship Fund. We need the help of every member in order to reach our goal of funding five or more individual scholarships each ~ As the year ends and so does the tax year you might consider making your donation before December 31, 2003, because, whatever amount you donate can be used as a tax deduction. Because as you know we are a non-profit organization. Our first Lucius Scholarship recipient, Shane Thurston is a freshman at Shenandoah University in Winchester, V A. Help us reach our goal of funding at least five such scholarships in 2004. Contributions are fully tax-deductible and only children and grandchildren of USMCFSA members are eligible to apply. No contribution is too large or too small. ADDRESS CHANGES: Don't forget to submit your address changes to me, if you are moving, relocating or have a set of orders effecting your mailing address. Speaking of addresses -you will note your address label now contains your Membership Number and most importantly the membership number is followed by your membership EXPIRATION DATE. If your expiration date is 1/1/2003 or earlier it is time to renew your membership. Don't let your membership expire.

MASTER INSTRUCTOR PROGRAM
"I consider the Master Instructor program a tool that allows the true professional trainer the opportunity to excel and further enhance their abilities." LtCol D. E. Keeler, Commanding Officer, Marine Corps Detachment, Ft. Lee, VA The Master Instructor Program was implemented at the Marine Corps Detachment in January 2003. This program is not new to the Corps, however it is new to Fort Lee. This program's tradition began at Marine Corps Service Support Schools, Marine Corps Base, Camp Lejeune, NC in Jan 1993; where it became a unit directive. Since relocating some the service support schools to Fort Lee in 1995, this program had been discontinued. Consequently, instructors had not been afforded the opportunity to receive the full reward of being assigned as a Primary MOS Instructor., until now. This program has several benefits. The Master Instructor Program is a program designed for mentoring, goal setting and improving an instructor's skills. This program differs from the Distinguished Instructor Program in various ways. All instructor personnel can take advantage of this program, regardless of their assigned formal school. There is not a requirement for nomination or a selection board, or an established number that can receive this distinction. This serves to eliminate any perceived barriers for success. All applicants must complete a required 120 hours of formal classroom instruction, under the guidance and supervision of a mentor; who has already earned the title of Master Instructor. In addition to these basic requirements, they must also author and submit two essays; one detailing their progress towards becoming a more effective and refined instructor, and the other , detailing their personal goals and objectives and how they intend to achieve them through the program. Upon completing the requirements, the applicant is awarded a Certificate of Commendation from the Commanding Officer, and a commendatory remark on their performance evaluation report. Additionally, it builds Esprit de Corps, camaraderie, and self -esteem within the instructor corps. Two of the original Master Instructors relocated from Camp Lejeune and are currently serving on the staff at the Marine Corps Food Service Courses~ GS-12 Charles Miller and GS-12 Michael Leeper. Since the adoption of this program, nine instructors have earned this title, while there are 16 others within the Detachment who are enrolled in. the program. Our goal is continuously improve upon the teaching and mentoring processes that will enable all students to benefit from receiving instruction while assigned to the Marine Corps Detachment. Volume 1, Issue 8 October 2003 Page 4 PULLER STAMP ISSUE HEATS UP Many of you maybe aware of the efforts to obtain recognition of Lieutenant General Lewis B. "Chesty" Puller USMC through the issue of a U.S. Postage Stamp in his honor. The application was filed over six years ago by our Editor and Association Director Major Jacques B. Loraine Jr. USMC Retired. To date the Stamp Advisory Committee of the U.S. Postal Service has refused to approve or disapprove the request in an apparent attempt to let the issue die unresolved. That's why we need your help! Please use the following example tailored to your particular States Senators and Congressmen requesting their assistance in resolving this very important issue. Help make "Chesty" the first Marine in history to be honored with a U.S. Postage Stamp. Please mail your letters as soon as possible. Marines have patiently waited for the u. S. Postal Service Stamp Advisory Committee's approval of a postal stamp commemorating the life and legend of Lieutenant General Lewis B. "Chesty" Puller, USMC for his military contributions to our country. This renowned military leader enlisted as a private in the U.S. Marine Corps and progressed through the ranks to become a Lieutenant General and the most Decorated Marine in history. In 1997, we submitted a petition requesting a postal stamp commemorating this legendary American and Marine hero. More than 155,000 signatures were collected, the required background information was assembled, and we performed various requirements of the Postmaster General's Office in support of the request. To date, we have not received an approval or disapproval of our request and after waiting six years, we are now told that our request is "under consideration." This statement appears to be yet another delaying tactic and is unacceptable. Therefore I am seeking the assistance of your office in an attempt to reach a favorable resolution. Would it be possible for your office to inquire about the status of our request and hopefully add sufficient stimulus to resolve this issue? I can assure you that several hundred thousand past, present, and future Marines will be indebted to you. Thank you for your consideration. Volume 1, Issue 8 October 2003 Page 5 FSA GOALS-2003-2005 & PROGRESS The Association Presidents message, in our last issue of the Newsletter, established five (5) goals to be accomplished during his term of office. They are listed in bold below. To accomplish these goals we have established a few the steps to hopefully meet his goals by the year 2005. Steps to reach these goals are list below. It is going to take input and work on behalf of all of us to reach these objectives. So don’t be afraid to step up and offer your help.
(1) MEMBERSHIP TOTALING MORE THAN 400 BY JULY 1, 2005, (a) Develop recruitment program that includes the Active Duty Force. (b) Establish a recruiter of the year award. Recruiter program excludes those members brought in by the FSA/FSC program. (c) Establish a Media Association awareness program. (d) Seek and find Association members to work/ recruit Marine Corps Food Service personnel within their home area (e) Visit Major USMC Installations and present program to Food Service Personnel (f) Establish an “Every member get a member” campaign. (g) Place informational ads with food/cooking networks on line &/or on air. “FAS is Looking for a few good former food service Marines” (h) FSA continue support of the program with Food Service School at Fort Lee, VA. (i) Provide progress report via each Newsletter (2) A MEMBERSHIP COMPOSED OF AT LEAST 60% ACTIVE DUTY MARINES, (a) Establish an awareness program via contact with the Active Duty Food Service Force at each Marine Corps Installation. (b) Seek assistance from Active Duty Food Service Officer in making all Marine Corps active duty Food Service Personnel fully aware of the benefits of the Association. (c) Establish an involvement with U. S. Culinary Institutions. (d) Provide progress report in each Newsletter
(a) Develop a program to seek out funding from various sources to assist the Association in funding scholarships. (b) Establish contact points within the Food Service Industry to assist with fund raising. (c) Develop in-house fund raising events and programs. (d) Establish depository accounts, which will provide asset growth for the Scholarships (e) Give assistance to active duty food service Marines and/or family members of association members pursuing a career in the culinary arts. (d) Publish an Association Cook Book as a fund-raiser for the Scholarship Program (e) Provide progress report via each newsletter
(4) DEVELOPMENT OF ONE NEW PROGRAM OF SERVICE FOR OUR MEMBERS AND THEIR FAMILIES. (a) Seek membership input as to Association service/benefit programs that might assist the Association growth and membership. (b) Review other Association programs for potential use/consideration by our Association
(5) RECOGNITION AS ONE OF THE STRONGEST MILITARY NON-PROFIT ASSOCIATIONS IN OUR CORPS. (a) Establish this objective as an Association Organizational Vision as to where we aspire to be within the next 5-10 years. (b) Achievement of goals 1-4 should provide the bridgework to achieve this objective.
As you can see – we need each of you to break a Marine Corps Tradition “Do Not Volunteer” and for you to step forward and lend a helping hand. We need your talents to make this Association an organization that we can all be proud of.
Question now is " Who is ready to step forward and accept ownership" of each of these goals and act as it's sponsor ?

This is a new item that will be utilized, as information becomes available to the Association Secretary or me. Job listing will be posted as received and run until positions are filled. They can be both paid and unpaid position and either Association or commercial positions. Positions currently available are as follows:
PROGRAM MANAGERS: These Positions are in support of the Associations objectives management program and will over see or act as a sponsor of one of the five Association goals. We are in need of a Manager for each of the following goals:
(1) MEMBERSHIP RECRUITMENT.
(2) ACTIVE DUTY AWARENESS OF THE FSA.
(3) ASSOCIATION FUND RAISER
(4) DEVELOPMENT OF PROGRAMS TO SUPPORT THE ASSOCIATION MEMBERSHIP.
(5) RECOGNITION MANGER All of the above positions are volunteer unpaid positions. However, they do provide a great feeling of accomplishment once objectives are met as well as pride in a job well done.
ASSOCIATION RECRUITERS:These positions provide for the growth and well being of the Association. Members with prior Recruiting Assignments should be well suited for these positions.Travel should be limited to home area or nearest Marine Corps Base. The position work under the guidance and in support of the Associations Membership Recruitment Manager. These are volunteer positions.FUND RAISERS These positions provide for the growth and of the Association Financial Assets and Support of the Associations Scholarship Awards Program. The position will work under the guidance and in support of the Associations Fund Raising Manager. These are volunteer positions. If, you find that you have the talent or desire to help the Association grow and develop please notify the Association Secretary and we will see that your are assigned to your desired position. Just for everyone's information – Working in various volunteer (non-paid) positions can be used in Employment Applications, Resumes, and even in support of applications for college credits. This is a point to consider before you say “NO” to the Associations request for support and the use of your talents. Perhaps you know someone who is not an Association member, but eligible to be a member, and would do a great job for us in one of the above positions, Recruit the individual.

The below story relates a quote from a guy who is in an Army unit in Iraq. His unit was following Marines from Camp Pendleton advancing on Baghdad. This is how legends get started - justified or not... “Finally heard from my nephew in the 101st airborne. He was to say the least he was mildly excited over taking out an Iraqi forward observer that was directing republican guard artillery rounds. Got him with a clean head shot at 200 yards at night. He also stated that they were behind the 1st Marine Expeditionary Force, and that "those guys were leaving many, many Iraqi body parts in their wake on the road to Baghdad" causing his Commanding Officer to remark; "The Marines have killed every living thing up here except the lizards and snakes, and from the looks of the damn tire tracks in the sand, They're trying like hell to take them out too!" This item is for you that may have served on Recruiting Duty during your time in the Corps. A new Marine Corps Recruiting Association has been formed . It's a brotherhood of active duty, retired, former, regular, reserve male and female Marine Recruiters including those who directly supported the recruiting effort ("A" Billets ). The association's primary mission is to support the Marine Corps Recruiting Service, as requested or needed. The association will conduct semi-annual business meetings and the first annual reunion/conference for members and guests will be held during October 2004 in San Diego, California. LOST DOG TAGS AND OTHER U.S. MILITARY PROPERTY Because there are many bogus dog tags being "found" everyday, and because too many fraudulent people are attempting to make personal contact with veterans or their families with the hope of seeking a reward or obtaining publicity, the following official policy on LOST AND FOUND MILITARY ITEMS is being provided to all veterans. Please forward this information to other American veterans and veterans organizations. OFFICIAL POLICY: LOST UNITED STATES MILITARY PROPERTY: 1. Found U.S. Military items remain the property of the United States Government and the Department of Defense as official custodian. 2. Found military items should not be retained by the finder who is seeking, for whatever reason, to make personal contact with the GI who lost the item, or a member of the GI's family. By law, found military items must be mailed immediately to: Secretary of Defense, Room 3E880 The Pentagon , Washington DC 20301. 3. The Dept of Defense has many resources at its disposal to return and/or preserve lost U.S. military items. 4. When sending items to the Secretary of Defense the finder should include a letter describing the place and circumstances in which the item was found, and the finder's personal contact information for Department of Defense investigators.
